If the latter, you can just cut the top off. If the former, you have room to drill another hole for the locking pin below the bottom most hole. that'll only gain you an inch. I've sandwiched 1" closed-cell foam between the stock pads and shell, on the shoulders and across the mid-back, to take up enough slack to get the straps near where they need to be. It's now workable but just barely. And it looks like cr*p.
