You could probably come in below $1k that way. Unfortunately, I don't know of any cranes w/ remote heads that you could own for $1,000. I know a couple people that have made their own, but unless you're really handy like that, it's not an easy task. You could always do it the real old fashioned way. The only jib I know of that is so inexpensive is the Cobra Crane, and let's just say that you ge twhat you pay for. The EZ FX is suprisingly smooth for the cost.
