What to look for in an arm?

I'm getting into a rig for the first time. I've decided to put together a rig from various components in order to customize best for me. I'll buy new if there's a compelling reason to do so, but am hoping to put together a great system used and save money.

 

What should I look for in an arm? Are there ones I should definitely stay away from? Ones I should seriously consider? What are the new vs. used issues?
