We are thinking Spain (somewhere near Barcelona) but I have no connects in Europe so I have no sense of how busy it is over there. I've DoP'd a few times in Spain and the good guys are always double booked and the newer intake seem far busier than London. I will say that my interpretation of Spain is there is a larger portion of service work than London so service production companies and producers are more valuable to chase as the low hanging fruit than directors and DoPs .
